IRM Panel Members and Panel Secretary
The Independent Review Mechanism for England (IRM) provides, on behalf of the Secretary of State for Education, review panels for potential and current foster carers and adopters when agencies have decided not to approve them as a foster carer or adopter, or to terminate or change the terms of their approval. The current contract will continue until May 2018.
Review panel meetings are held in Birmingham, Leeds and London on a monthly basis, as required. Each panel hear up to 2 cases per day and each case will involve up to two applicants, a supporter and up to two agency representatives. The Panel duration is currently from 9:45am until 4:30pm with lunch provided. Travel expenses are paid to panel members up to the IRM travel cap (currently £70).
Panel members must be able to assimilate and analyse complex information from the case papers to enable them to identify the applicants’ strengths as well as core issues. They are required to prepare questions for panel and to subsequently review panel minutes.
We are interested in applications from people who also have the potential to act as Panel Chairs, Vice Chairs and Panel Advisers when the need arises. In view of the IRM’s duty to be cost effective and offer value for money priority will be given to those who live within reasonable travelling distance of panel locations.
The Panel Secretary has responsibility for the effective administration and accurate minuting of IRM review panels and to help ensure smooth running on the day. They to also ensure the secure collection and destruction of panel papers. The have to liaise with the Panel Chair and Professional Adviser as well as the IRM office to in order to meet the required deadlines.
The IRM currently provides panel documents in paper format but successful applicants may be provided only with electronic documents in the future.

For successful candidates an enhanced DBS check will be required before you can take up the position; training will also be provided.
Interviews will be held at the IRM office in Leeds week commencing June 12th 2017 though alternate arrangements may be made for panel member interviews depending applicant’s locations.
