Briefing: Fostering Draft Quality and Development Standards Consultation
Consultation closing date - 16 September 2026
This is an important event for members with lived experience (care experience, foster carers and kinship carers) and those in fostering and kinship care. The Department for Education Fostering Policy team have published Draft Fostering Quality and Development Standards. These replace the National Minimum Standards and the Training, Support and Development Standards. The standards will be finalised and rolled out later this year.

Improving the local offer and approach to kinship care
Dr Jahnine Davis, National Kinship Care Ambassador, recently published her Insights Report Improving the kinship local offer and approach to kinship care. Drawing on her engagement with key stakeholders since being in post, she sets out “characteristics of promising practice and the considerations needed to design kinship support that is coherent and deliverable”. The report is a much-needed reflection on the complexities of the kinship care system, and explores some of the inherent tensions when we continue to think about kinship care as part of the fostering and adoption paradigm

Children's Wellbeing and Schools Act
The Children's Wellbeing and Schools Act has received Royal Assent, introducing significant new duties and measures with implications for child protection, fostering, and kinship care practice and policy. This briefing is for Coram BAAF members working in fostering, and kinship care, and will also be of interest to legal professionals, health professionals, researchers and those impacted by the changes. It will clarify some of the new duties, implementation timescales, and actions your service may need to take or consider.
