Adoption Support Plan (2025): a new comprehensive tool to support children and their families

We are thrilled to publish the new ASP (Adoption Support Plan) England (2025) today. The Adoption Support Plan and accompanying guidance for social workers, Independent Reviewing Officers (IROs), and adopters have been developed by CoramBAAF building on work completed by Adoption England. We have incorporated the feedback we received through piloting of the form alongside five RAAs during 2024, consultations with Adoption UK, and relevant CoramBAAF forums. We are grateful to those that contributed to and piloted the new Adoption Support Plan. 

The form is compliant with relevant law, regulations and statutory guidance. It is designed to be used at key stages of the adoption process: during matching; when reviewing the placement prior to the Adoption Order being made; and as a basis for future adoption assessments post order.  

The new ASP should be used alongside the Adoption Placement Report (APR) England (2025), which has had minor amendments, to reduce duplication. The Adoption Placement Report (2018) remains available for use as a standalone document and will be fully reviewed in 2026.

  • Practitioner’s guide to the Adoption Support Plan 
  • Adoption Placement Report (updated 2025) for use only with Adoption Support Plan.

If your organisation holds an England Core Licence or a RAA/VAA Adoption Services Core Licence, you will automatically have access to the ASP. APR (2025) will also be included in your download files, and must be used alongside ASP (2025). APR (2018) will remain available in your files, and can be used as a standalone document where ASP (2025) is not used. It is a legal requirement under Adoption Agency Regulations (AAR 2005) that an APR is completed.
