Introducing the Outbound Permanence Service

The Outbound Permanence Service was launched in 2017 by the Intercountry Adoption Centre, now CoramIAC, to provide specialist advice to local authorities considering the placement of children in care proceedings to overseas kinship carers through special guardianship, adoption or other permanent orders.
This webinar is designed for local authorities that may be new to the Outbound service and want to find out what we offer and hear some initial guidance on how to approach overseas placements. It is for local authority staff - both social workers and lawyers - who are involved in the placement of children currently living in the UK with kinship carers overseas on all legal orders. We will do a short presentation and then take questions.
This session aims to provide an overview of what the service offers and to outline the key aspects in Outbound Permanence planning including:
- planning for the best permanence option,
- negotiating the legal process, avoiding unnecessary delay,
- considering eligibility issues at an early stage
PRESENTERS
Sandra Latter, Outbound Specialist Advisor, CoramBAAF. Sandra has had a long social work career in both local authorities and voluntary agencies covering several aspects of children and families work and with a particular interest and focus on children in care. She has been a part of the Outbound service for six years and been the driving force behind the development of the Outbound training, sharing the knowledge and experience that have been gleaned in this specialist area of work.
Cathie Jenkins, Outbound legal researcher, CoramBAAF. Cathie has had a long career as a local authority solicitor having worked in several local authorities. She has extensive experience of working with international cases in the past. She helped to set up the Outbound service seven years ago, writing guides to the process and assists here with the legal aspects that underpin this work.

This webinar is designed for local authorities that may be new to the Outbound service. Both social workers and lawyers will find it useful.
