| Independent Review Mechanism

The Independent Review Mechanism for England (IRM) provides, on behalf of the Secretary of State for Education, review panels for potential and current foster carers and adopters when agencies have decided not to approve them as a foster carer or adopter, or to terminate or change the terms of their approval. The current contract will continue until March 2026. As the Service Manager for the IRM the postholder will have overall responsibility for the service including budget and finance responsibility and overall responsibility for the database. The Service Manager will be the primary contact between the DfE, Trustees, and the CEO and will also take the lead on providing the necessary reports and updates for these stakeholders as well as undertaking quarterly safeguarding reviews.

Independent Panel Chair

The postholder would become part of an experienced, professional, and friendly panel central list who are child-focused and passionate about their role in the safe placement of children and young people. As an Independent Fostering and Permanence Panel Chair, the postholder will have a detailed knowledge of the legal framework of fostering, including kinship fostering and childcare law, as well as an in-depth knowledge of current fostering practice. The postholder will be an excellent communicator, with an ability to chair and guide complex meetings.

We are looking to recruit independent Fostering, Adoption & Permanence Panel members with a variety of personal and professional experiences to join our central list of Panel Members and ensure we have sufficient members to enable Panel to carry out its regulatory functions. Our aim is for our Fostering, Adoption & Permanence Panels to be fully representative of the children, carers and families that we work with in Southend-on-Sea and of our local population and local communities. We are interested in recruiting people from a range of diverse backgrounds and experiences but particularly in candidates who are care-experienced, those from diverse and underrepresented communities and backgrounds and those with experience of being a foster carer or kinship carer and those from related professions such as Police, Education and Health. We are particularly interested in recruiting those with lived experience of fostering and/or adoption to our panel central list.
