Undertaking a child permanence report
THEME
The Child Permanence Report (CPR) is the primary document used by the Agency Decision Maker to reach their decision that the child ‘should be placed for adoption’. The CPR also provides information for adoption panels to reach their recommendations when children are being placed for adoption with the consent of their birth parents.
This open course will support social workers to understand the content, purpose and function of the Child Permanence Report (CPR), good practice in its undertaking and how it can be used to provide a full picture of each child’s journey and needs.
LEARNING OUTCOMES
The session will allow participants to:
- gain an understanding of adoption as a lifelong journey
- raise awareness of the importance of the Child Permanence Report
- understand the purpose and function of the CPR
- be aware of who will read the report
- consider some of the barriers and challenges of preparing the report
- be better equipped to write an outstanding report
PRESENTER

Joan has provided Training and consultancy for a range of Independent Agencies and Local Authorities and within this capacity facilitated training on a number of Child Care/ Fostering /Adoption focused subjects to Professionals, family members, Foster Carers and adoptive parents. These have covered a diverse range of subjects; Separation and Loss, Attachments, Secure Base; Therapeutic Re-parenting, Behaviour Management, Life Story, Managing food issues, Assessing Sibling Groups, Parenting Teens, Parenting Siblings, Direct Work with Children, Panel Training, Cultural Diversity, Internet Safety , Supervising Social Workers, Fostering Reviews, Disruption Training, Child Development, Caring for Children who have been Sexually Abused, Supporting children in Education, and Parent and Child Arrangements. Joan also undertaken consultancy work including Chairing Disruptions, Life Story Literature Review, and Parent 2 Parent Peer mentoring.

This guide is designed to help social workers to manage and
complete a comprehensive and evidence-based permanence report for a looked after child. It is to be used by assessing social workers to complete a Child’s Permanence Report using the CoramBAAF Form CPR (for England).
The guide looks at Parts 1, 2 and 3 of the form, along with Section C, which pull together information about the child; possible contact arrangements with the child and birth family members or other significant people; and a summary of the actions of the adoption agency, along with recommendations on the merits of different orders and future contact.
Each section of the guide presents a list of trigger questions that can facilitate further discussion, and reminders of which details should be included in the report.
